The free scan checks one page against WCAG A and AA and emails you the report. It can be one of several inputs for your accessibility statement, but it does not replace a full assessment. The dashboard shows which aids are used.
Web Accessibility Directive
EU Directive 2016/2102 requires public sector websites to be accessible. In Germany it is implemented by the BITV 2.0 for federal bodies and by state laws for states and municipalities. Required are an accessible website, an accessibility statement and a feedback mechanism. friendlyuse supports this work, but it replaces neither accessible development nor the statement.

No. The free scan report can be one of several inputs, for example for the list of known barriers. As the public body, you write the statement and are responsible for it.

Visitor settings stay locally in the browser. For statistics friendlyuse counts unique visitors via a hash, without storing raw IP addresses. A data processing agreement (DPA) is available.
